PUBLIC PARTICIPATION INVITATION EIKESTAD PARKING UPGRADE PPP – MUNICIPAL NOTICE NUMBER 9/2024
Project proposal: The Stellenbosch Municipality intends to upgrade the current Eikestad parking area (Erven 1962-RE, 1969-1976, 1954, 6402 and 6636) to assist in alleviating the major congestion and parking challenges experienced in the Stellenbosch CBD. A parking study was undertaken by the Municipality specifically to understand the existing parking situation in Stellenbosch and identify needs and demand. One of the outcomes is to consider a Public-Private Partnership (PPP) for the upgrade of the existing Eikestad parking area to a three-level parking structure. The intention is to provide a structure that is in keeping with the existing historical context while being functional from a parking perspective.
The selected site for this development is situated within a culturally and historically significant landscape and comprises 18 separate erven (as well as requiring access across two different erven), and in combination the area of the site is 18 651,2 m2. The development of this open site into one that has a structure thereon will constitute a “change in character”, thereby triggering Section 38 (1) (c) (i) of the National Heritage Resources Act.
Accordingly, the proposed project aim to seamlessly integrate with the surrounding cultural and heritage landscape by adhering to stringent architectural design guidelines and parameters, as duly approved by Heritage Western Cape (HWC).
A Notice of Intent to Develop (NID) was submitted to HWC by the appointed Heritage Specialist. The HWC committee meeting took place on 18 January 2024 during which the members of the meeting agreed that a Heritage Impact Assessment is required for the development of the Eikestad parking site and that the following studies must form part of the study:
- Archaeology desktop study
- Townscape study
- Visual study within a townscape context
Location: The development site is located between Andringa, Victoria, van Ryneveld and Plein Streets, Stellenbosch. It is located north of the Stellenbosch Town Hall, and east of the Eikestad Mall.
